The selection emphasized a move away from paper-based client folders toward an electronic client record model, using Athena Penelope’s configurable record schema to capture client demographics, case notes, and service history.
The implementation focused on a centralized, configurable database and workflow automation capabilities within Athena Penelope, enabling intake orchestration, case note capture, document management to replace paper forms, and automated task routing for repeatable processes. Access controls and role-based permissions were applied to align user access with caseworker and administrative responsibilities, supporting data governance around client file handling. VOASE used Athena Penelope to instrument standard case management workflows and reduce manual document handling, while automating routine processes to improve consistency in client file tracking.
