The technical scope included a platform migration from HP-UX to Linux x86-64 and an application upgrade from EBS 11.5.10.2 to R12.1.3, with cloning of production into nonproduction environments using RMAN backups and RMAN database duplicate processes. Teams piloted an upgrade path to R12.2.5 in the Linux environment and cloned R12.2.x instances into DEV and TEST to validate extensions and customizations prior to broader rollout.
Configuration work on Oracle E-Business Suite covered enabling SSL and JAR signing after the R12.1.3 upgrade, migrating custom top integrations, and supporting debugging of custom forms and reports. The project also managed interface dataloads and exercised performance testing and tuning, including tuning queries driven by ETL pipelines using Oracle Data Integrator and execution of load runner testing to assess throughput and stability.
Operational execution involved close coordination between functional teams and the development team to resolve integration and reporting issues, using cloned DEV and TEST landscapes and a pilot upgrade track for staged validation. The WAPA FIMS Oracle E-Business Suite upgrade to R12.1.3 was completed successfully in 2016 and subsequent validation work for R12.2.5 was initiated.

Reports leveraged datasets sourced from the DOE data warehouse through Oracle OBIEE and were distributed to procurement leadership and to the PRISM user group to coordinate lessons learned and best practices across regional offices. Operational coverage included procurement offices, the Organizational Program Coordinator for the Government Purchase Card program, and quarterly and annual reporting chains to DOE.
Governance and process changes accompanied the rollout, with procurement policy compliance, policy and procedure development, and monthly coordination calls established to share reporting outcomes and operational best practices. Oracle OBIEE reports were used to streamline reporting workflows, and one automated pending contract closeouts report reduced the number of pending closeouts by more than 400 contracts. Reporting automation also supported clearing a backlog of more than 40 Government Purchase Card requests while improving scheduled tracking of incoming requirements.
