In 2020, Army Emergency Relief, AER, implemented Microsoft Dynamics 365 for Finance and Operations as the core ERP Financial platform to consolidate finance and customer service workflows. The project was delivered by Arctic Information Technology and included a migration of AER accounting from Microsoft Dynamics GP into a cloud native Microsoft Dynamics 365 environment. Phase I consolidated Dynamics 365 Customer Service and Dynamics 365 Finance capabilities to guide assistance and loan management operations, enable automatic loan consolidations, and provide role based dashboards and analytics via Power BI. The implementation included Office 365 and Teams for collaboration and a client facing Power Apps Portal that allows service members to apply for assistance, track loan status, make payments, donate via allotment, and submit service requests from web enabled devices. Deployment architecture moved AER to Microsoft Azure with implementation in the Government Commercial Cloud known as GCC and targeted security baselines including FedRAMP Level 4, DISA Security Technical Implementation Guides, and NIST 800 53 controls. The Microsoft Dynamics 365 for Finance and Operations deployment leveraged native integration between Customer Service, Finance, and Office 365 to provide unified data flows and executive reporting. Phase II migrated the back office from Microsoft Dynamics GP into Dynamics 365 Finance, introducing robust financials, procure to pay workflows and process automation, budget controls and encumbrance tracking, fixed assets management, and enhanced financial reporting. Integrations completed during the project included Charity Engine and Academic Works, and the solution was designed to accommodate future requirements such as migration from Social Security number to Department of Defense ID and potential interfaces with IPPS A. Governance changes included custom dashboards by user role, consolidated workflows for assistance and loan processing, and strengthened cybersecurity posture in the GCC environment. The ARMS solution modernized the Enterprise Business Management System, provided better program data and executive reporting, streamlined the assistance application process, delivered a more robust loan management process, and enabled service members to make secure online payments and assistance requests 24/7 through the portal.
