In 2018, Barnet Homes implemented Capita Swordfish Document Management to support housing needs and homelessness case records. The deployment targeted the Housing Needs and Homelessness team in London, where officers carried out assessments under Housing Act 1996 Part VI and Part VII and produced section 184 decision letters and appeal documentation.
Configuration emphasized electronic record management capabilities typical of the Document Management category, including document capture and indexing, structured metadata for case files, secure role based access controls, and audit trails. The implementation included configurable document templates and search and retrieval functions to support standardized decision letter workflows and case notes used by Housing Needs Officers.
Capita Swordfish Document Management was implemented alongside Barnet Homes operational systems, with explicit operational use together with QL and Jigsaw and integration points with Microsoft Word, Excel, and Outlook for document exchange and correspondence workflows. Operational coverage included frontline Housing Needs Officers, staff involved in the Homelessness Reduction Act early working group, and cohorts of new staff trained on electronic recordkeeping.
Governance and rollout focused on aligning case handling workflows with documented retention and access policies, embedding Swordfish into the procedures for homelessness assessments and duty recommendations, and providing targeted training to ensure consistent use for decision letters and auditability of Part VI and Part VII case handling.
