Configurations include province-specific validation rules and reporting schemas, invoice capture and structured transmission of sales declarations, and controls intended to ensure declaration of all sales transactions by natural or legal persons conducting economic activities.
Operational structure is coordinated across one autonomous region and three provincial councils, with each province tailoring Ticket BAI rules and enforcement timelines to local regulations. The system operates as a shared model between the Basque Government and the provincial tax administrations of Álava, Vizcaya and Guipúzcoa, while the autonomous Basque Country maintains its own tax system alongside the Spanish tax authority.

In 2013, the Basque Country implemented NEIKER ClimAlert in its Emergency Management service, deploying the application to support rescue operations for outdoor accidents and mobile-originated distress signaling. The rollout positioned NEIKER ClimAlert as a mobile safety application integrated into regional emergency response workflows to enable faster location-based emergency handling.
NEIKER ClimAlert was configured to capture and transmit precise user location alongside user metadata such as telephone number, age, language and battery level, and to provide a 24 hour route history query for search teams. The implementation included an emergency button to trigger immediate alerts from users, operation over internet with SMS fallback when coverage was unavailable, and a cloud hosted architecture that avoided local server or software procurement by emergency services.
The Basque Country deployment connected NEIKER ClimAlert to the regional emergency service and the 112 emergency network, allowing rescue teams to receive signals directly and query recent user movement for search operations. Operational validation included live tests with mountain rescue units such as Guardia Civil de Montaña, the PGHM High Mountain Rescue Police of France, and local firefighter brigades, demonstrating interoperability with established rescue agencies.
Governance and rollout followed a cloud provisioning model with staged testing and operational handoff to emergency dispatch teams, enabling dispatchers to access location traces and user metadata during incidents. Tests were reported to show effective performance by rescue agencies, and the implementation emphasized rapid location based triage and coordination within the Emergency Management function.
