The engagement was led to deliver core functional capabilities and to produce a complete functional design document for the Siebel implementation covering those two programs. Oracle Siebel Case Management was configured to address standard case management workflows, including intake and service request capture, case lifecycle tracking, assignment and routing, escalation controls, and case status reporting. Configuration work centered on business rules, workflow orchestration, and form-driven case records to align the application with citizen facing processes typical of Citizen Engagement deployments. The project governance emphasized functional design artifacts, with the completion of the functional design document used to drive development sprints, acceptance criteria, and role-based access definitions across the impacted program teams. Work included mapping existing program processes into Siebel workflows, defining case ownership and routing rules, and specifying data fields and screens required for operational case handling. Operational scope was limited to two BC Housing programs, informing the phased configuration and testing approach, and enabling targeted training and handover to the business units responsible for citizen service delivery.
