TEKsystems served as the implementation partner providing a senior project manager responsible for coordinating custom enhancements required to support the HealthRules Payer implementation and delivering program oversight from a remote office with frequent travel to Omaha, NE.
The implementation focused on delivering custom functional enhancements to HealthRules Payer, managed through an Agile product backlog. The senior project manager worked with business and technical teams to solicit and define requirements, obtain business approvals, prioritize work with the Director and Solutions Manager, and translate requirements into development work for Technical Analysts and QA teams.
Tooling and defect workflows were formalized, HealthRules Payer defects were tracked via integrated defect reporting between Salesforce and Jira, and Product Backlog Inventory Jira reports were produced to manage scope. Roadmap documentation, weekly program status updates, and deliverables documentation were maintained to support each customization, and PHI and PII compliance controls were enforced as part of HealthEdge policies and procedures.
Governance and process changes included weekly stakeholder communication, structured requirement approval gates, and a liaison function to ensure continuity across internal business areas. The engagement included participation in internal learning sessions and contribution to professional services strategies within HealthEdge to standardize delivery practices for HealthRules Payer custom work.
Operationally the project covered Blue Cross and Blue Shield of Nebraska business and technical stakeholders and targeted a system go live on 1/1/20. The senior project manager role centered on planning, managing, and ensuring delivery of customizations to HealthRules Payer, aligning development, QA, and product backlog management to support the configured Core Admin Processing System.

A framework for machine learning model development, validation and deployment was established using scikit-learn, PySpark and TensorFlow, and Azure data and data science solutions were designed to bridge on premise sources to the enterprise cloud analytic platform. Neo4j and MongoDB were used as analytical data stores for advanced analytics and online dashboards, and multivariate regression models built with R, Python and Azure ML were deployed as batch processes or exposed via web API for interactive models consumed alongside Microsoft Power BI.
Governance and operational workflows were formalized under a technical lead on the analytics team to align technologies with project requirements, enforce package and model lifecycle standards, and support reproducible deployments. Reporting alternatives such as R Shiny, Neo4j graph visualizations and automated PDF layouts using LaTeX were retained for specialized use cases, while geospatial processing used R, Python and Google APIs for geocoding and spatial analytics.
