Configuration emphasis is on cloud-native finance and HR workflows, chart of accounts harmonization, and role based access to support council finance and HR business functions.
The project migrates from an existing Oracle E-Business Suite environment that Brent Council ICT has hosted, maintained and supported since 2018, with L3 support provided by a third party. Infosys is the systems integrator managing the Oracle Cloud ERP deployment and coordinating the technical cutover, while integrations will be executed to align on premise ICT support processes with Oracle Cloud tenancy and support models.
Governance is structured around Brent Council ICT ownership of business continuity and post go live support, third party L3 escalation, and Infosys delivery governance for configuration and migration tasks. The Oracle Cloud HCM implementation was positioned as the council wide Core HR system and integrated into existing Oracle based financial reporting and operational workflows.
The implementation delivered Oracle Cloud HCM with functional coverage focused on core human capital management, payroll interfaces, payables and procurement touchpoints, and data extraction for statutory and senior management reporting. Oracle Cloud HCM was configured to work alongside the organisation's Oracle database and e business suite R12 instances where staff provided interim support during the cloud rollout, and Oracle Business Intelligence was used to extract and analyse HR, payroll, finance and procurement data for recurring management information.
Infosys supported the deployment as the systems integrator, while internal roles provided day to day functional and technical support. Operational support was organized through a helpdesk model with issue resolution and defect escalation into L3 support, recurring weekly triage meetings, and a focus on documenting end to end functional processes and procedures to enable continuous service improvement.
The implementation scope covered HR, Payroll, Finance and Procurement departments across the council, with governance controls centered on documented procedures, service level handling via the helpdesk, and collaborative project activities to capture and resolve business requirements. Ongoing activities included management of complex data records, scheduled statutory reporting using Oracle Business Intelligence, and combined internal and Infosys led support to sustain Oracle Cloud HCM as the council Core HR platform.
