In 2015, California State Lottery implemented Microsoft Power BI as part of a broader Analytics and BI initiative focused on data quality and master data for its data warehouse. The program targeted cleansing, master data provisioning, and analytic readiness to feed visualization and predictive tools such as Tableau and Predixion, and to surface cleansed datasets to the public web site and internal reporting.
The implementation delivered a consolidated analytic data model and an ETL framework to support automated data quality processing. Teams created stored procedures and T SQL routines to cleanse data using Experian Data Quality, built XML data flows with parsers to convert XML to CSV and load validated records into SQL Server 2014, and deployed Master Data Services to enforce business rules for cleansing. A SQL Server Analysis Services project was created from the existing warehouse to support OLAP analytics, with KPI definitions and MDX queries used by SSRS and dashboards.
Integrations were explicitly instrumented with Microsoft Azure via SQL Server VMs for staging and analytic workloads, Tableau 9 visualizations, Predixion analytic nodes including Web Front End, Database Server, Analytic Engine and BLOB store, and Precise ID data services for fraud detection. The environment and tooling included SQL Server 2008 and 2014, SSDT, BIDS, SSRS, SSIS 2012, Visual Studio 2012, Tableau 9.1.1, Power BI, SSAS, and Experian address validation components, reflecting an interoperable Analytics and BI stack.
Operational governance emphasized automation and error handling, with a full ETL framework for event and error handling, automated address correction, de deduplication, email validation, and enrichment of address fields. Business-driven report changes were managed by modifying SSRS reports and converting key reports to Tableau dashboards, while performance tuning and optimization of the data layer reduced report generation time and improved reporting performance. Microsoft Power BI served as the strategic Analytics and BI application within this data quality and master data program.
