In 2017 Central New Mexico Community College implemented Sterling Background Check as its BackGround Screening application to operationalize pre-employment vetting across HR. The HR recruiter based in Albuquerque managed Sterling Background Check alongside E-Verify and Quest Drug Screen, positioning the application as the primary screening tool used during onboarding, transfers, and candidate selection workflows.
Sterling Background Check was configured to support end-to-end screening workflows typical of BackGround Screening systems, including ordering checks, tracking status and results, and routing cases for adjudication and follow up. The implementation was operationally linked with Cornerstone Applicant Tracking system for candidate intake and tracking, and with OnBase for document retention and case records, while HR Technology Information Analysts collaborated on reports and process automation to streamline adjudication and reporting.
Governance and process changes accompanied the rollout, with the HR recruiter providing training on Sterling Background Check and Cornerstone to Deans, Managers and administrative staff, and advising the Senior Labor Relations Officer on candidate and employee screening matters. Monthly reporting obligations to the Executive board and state were maintained, and screening workflows were adapted to support virtual onboarding and remote work processes across CNM human resources operations.

| Oracle | Legacy | Oracle Blockchain Platform | Blockchain Platform | Blockchain | n/a | 2018 | 2018 |
In 2018 Central New Mexico Community College implemented Oracle Blockchain Platform as a Blockchain Platform to issue and authenticate academic credentials. The deployment focused initially on publishing digital degree diplomas to a multi-organization blockchain ledger while preserving the institution’s paper diplomas and existing credential workflows.
The Oracle Blockchain Platform implementation uses an immutable, cryptographically linked block structure to record diploma attributes such as year, degree and honors, enabling tamper-evident verification. CNM extended use of the Blockchain Platform to prototype a statewide student identification clearinghouse, with functional capabilities scoped to enrollment verification, grade level completion, test scores and certification records.
Operational integration includes CNM’s existing Oracle Database and campus enterprise resource planning solution, which provided the source academic records for ledger anchoring and issuance. The blockchain network was configured as a replicated, decentralized fabric across participating organizations, leveraging Hyperledger Fabric concepts and Oracle’s cloud-ready blockchain service to support hybrid network connectivity and independent verification by external parties such as prospective employers.
Governance and rollout were led by CNM’s CIO and chief digital learning officer, executed initially as pilot programs and expanded toward legislative and industry partnership discussions for a universal student ID in New Mexico. Explicit benefits called out by CNM include tamper-evident credential verification, preservation of records if an institution ceases operation, and improved ability to combat diploma fraud and support displaced professionals who need verifiable certificates.
