In 2018, City of Atlanta implemented Oracle Cloud ERP as the financial platform in an all-cloud modernization that also included Oracle Cloud EPM for budgeting and performance management and Oracle Cloud HCM for core human resources, talent management, and payroll. The program replaced a highly customized Oracle E-Business Suite environment and a Hyperion planning and budgeting application, and the city elected an all-in cloud architecture for simpler operations and lower management cost. The implementation was led by Oracle partner Deloitte and completed in less than 15 months from signed contracts to go live.
The Oracle Cloud ERP deployment focused on core financial and procurement capabilities consistent with the ERP Financial category, including accounts payable automation, purchasing workflows, month-end financial close processes, and integrations with cloud budgeting and HR systems. Configuration emphasized out-of-the-box cloud modules to reduce customization, while Oracle Cloud EPM provided centralized budgeting and performance management that aligned with the financial ledger and procurement modules. Security and ease of use were cited as decision factors guiding module selection and configuration.
Operational integration tied Oracle Cloud ERP to Oracle Cloud EPM and Oracle Cloud HCM to support cross-functional processes across finance, procurement, and HR. Invoice digitization and automated processing were implemented as part of accounts payable workflows, achieving 64 percent electronic invoice processing six months after go live and between 90 percent and 95 percent digitized invoice processing by the end of 2019. Governance and process change were central to the effort, with city officials framing the project as a change to how finance, HR, and procurement operate rather than a pure technology swap. The finance department shortened month-end close from ten days to five days following the Oracle Cloud ERP implementation. The city also estimated a cost avoidance of 17.5 million dollars over ten years by moving to the all-cloud approach, and the rollout prioritized cloud-native workflows, centralized budgeting integration, and mobile access so employees could view pay stubs and approve transactions from any device.
