In 2008 the City of Cleveland - Division of Taxation selected CGI Advantage Financial Management as its enterprise financial application. The deployment of CGI Advantage Financial Management, classified in the ERP Financial category, included the AMS Advantage Electronic Content Management module and was scoped to update the City's financial management technology and business processes. Configuration work emphasized core municipal financial workflows including general ledger, accounts payable, accounts receivable, budgetary control and fiscal reporting, with the Electronic Content Management module used to centralize document capture and records management. The implementation leveraged standard ERP Financial capabilities such as configurable chart of accounts, fiscal period controls, workflow-driven approvals and reporting engines to support city budgeting and monitoring. Architecturally the project consolidated the City's various financial management applications into a more integrated environment to enable improved information sharing and decision-making across the finance organization and citizen-facing services. Integrations were planned to unify transaction repositories and reporting feeds so fiscal monitoring and reporting could be executed from a centralized financial data model. Governance and process redesign accompanied the system rollout, with finance leadership prioritizing enhanced fiscal management, monitoring and reporting and stronger data governance practices. Project communications cited objectives to stabilize finances and improve operations, while establishing a long-term relationship with CGI Group to maintain and evolve the CGI Advantage Financial Management deployment.
