The district court ordered the mayor to reinstate the city accountant and city clerk and to grant them full and complete access to their administrative offices, computers, Intuit QuickBooks Desktop, financial and accounting books and records, bank statements and payroll records, thereby tying software access to statutory duties of the city clerk and to the official budget and audit processes.
