Accela Legacy Accela Civic Platform Government ERP ERP Services and Operations n/a 2013 2013
In 2013, City of Lincoln, Nebraska implemented the Accela Civic Platform, a Government ERP application, to streamline and automate planning, permitting and business licensing and to move traditional counter-based services online. The deployment centered on cloud-enabled civic workflows with citizen-facing web access and mobile field capabilities to reduce in-person transactions at the Lincoln Development Services Center. The Accela Civic Platform implementation included Accela Mobile Office, Accela Citizen Access and Accela GIS to support permitting, licensing and field operations. Configuration emphasized online permit intake, electronic plan access and GIS-enabled record visualization, combined with mobile-enabled task assignment and real-time status notifications to field users. Operational coverage extended across the City of Lincoln Development Services Center and the local construction community, enabling inspectors and contractors to work from job sites. Field staff and construction industry professionals received mobile access to permits and notifications, allowing updates and communications to occur in real time without returning to city offices. Rollout included a beta testing phase that involved the construction community to validate workflows and strengthen agency relationships. According to Jim Walkenhorst, IS Project Supervisor with the Lincoln Development Services Center, "We have contractors out in the field. They can be out on a job site, and they can check with a smart device or an iPad. We have a number of contractors out there, and they have no paper, they are all electronic. Everything is in their trucks. That is how they do business. So, the big benefit is they get to stay out and do their work."

Esri Legacy Esri Arcgis Geographic Information System PLM and Engineering n/a 2016 2016
In 2016, City of Lincoln, Nebraska implemented Esri Arcgis as a Geographic Information System to deliver public-facing maps and spatial services via its municipal website. The deployment surfaces web map content embedded on lincoln.ne.gov, providing citizens interactive access to parcel maps, zoning boundaries, and other city-maintained spatial information. Esri Arcgis was configured to publish map services and feature layers, host basemaps, and expose REST endpoints for web consumption. Functional capabilities implemented include interactive web map viewers, attribute-driven symbology, geocoding and address search, and map printing and export workflows, aligned with typical Geographic Information System tooling. The Esri Arcgis implementation integrates directly with the City of Lincoln website through embedded web maps and service URLs, enabling public access while preserving internal editing workflows. Operational coverage supports municipal business functions including city planning, public works, utilities mapping and emergency response mapping for dissemination and situational awareness. Governance centers on authoritative spatial data stewardship, scheduled publication cycles, role based access for internal editors and public viewers, and publisher workflows for updating feature layers and map services. Ongoing maintenance and permissions coordination are managed by IT and GIS staff to sustain the web mapping services provided by Esri Arcgis.
