The deployment preserved role-based access by issuing logons and passwords to client representatives, with password change and confidentiality obligations assigned to Town staff. The Town evaluated two integrated payment providers that work with BS&A, Point & Pay and InvoiceCloud, and proceeded with Point & Pay integration. Point & Pay was contracted to process card and e-Check transactions over a secured link, to originate ACH on the Towns behalf through a designated ODFI, and to support affiliated departments after completion of separate client applications. Commercial terms from the Town record show Point & Pay offered a 2.45 percent per transaction fee or a minimum convenience charge of two dollars to the user, waived monthly service fees to the Town, and a one-time startup cost to the Town of one thousand dollars, with renewals, updates and technical support included. Governance and operational coverage were defined in the signed service agreement with explicit client responsibilities, including completion of a client application for each affiliate using the Services and maintenance of password confidentiality. The agreement also documents that Point & Pay will not be responsible for the Towns local IT equipment, browsers or Internet connectivity, and that service access is subject to the payment network and NACHA rules included in the vendor terms.
