In 2017 City of Oakland, CA engaged BIAS to implement Oracle WebCenter Accounts Payable as an AP Automation solution to automate invoice intake and to attach invoice content to Oracle EBS accounts payables transactions. The deployment centered on Oracle WebCenter Accounts Payable and related Oracle WebCenter components to support accounts payable and procurement business functions across the city finance organization.
BIAS configured Oracle WebCenter Content, Oracle WebCenter Enterprise Capture, and Forms Recognition to provide imaging, capture and automated forms recognition for inbound invoices. The implementation included a Managed Attachments design that stores and maintains content attachments for multiple EBS modules, explicitly including Purchasing, Receiving, Purchase Orders, Payments, Sourcing RFQs, and Suppliers, and integrates attachments directly with EBS transaction records.
The solution is integrated with physical and electronic capture channels, including scanners, Fax and Emails, so captured invoice images and recognized forms are available within EBS workflows. BIAS implemented connectors that link stored content in Oracle WebCenter Content to EBS transaction records, removing binary attachments from the EBS database and centralizing content in a content management system.
BIAS designed, implemented and continues to support an initiative to reduce and eventually eliminate paper documents across the City of Oakland procurement and accounts payable processes. As a result any inbound invoices received are processed electronically, and attachments previously stored as BLOBs and LOBs in the EBS database are maintained in Oracle WebCenter Content to reduce content storage overhead.
