Payroll design covered full time and temporary employee processes, payroll balance feeds and adjustments, tax rules administration, fast formulas for payroll earnings and deductions, flexible standard rate setups for compensation objects and derived factor eligibility profiles for variable salary components. Integration and data flows were a focal point, with design and delivery of third party interfaces for payroll and benefits, reusable interfaces for six benefits vendors, and internal exchanges of HR information across departments. The project defined data conversion and cleanup efforts for employee records, assignments, salary elements, emergency contacts, dependents and benefit enrollments, and included Virginia Retirement System related configurations for creditable compensation. Reporting and analytics used Oracle Discoverer workbooks, and business process diagrams were developed using Microsoft Visio. Governance activities emphasized FIT/GAP analysis, business process mapping, change management for HRMS administration, and detailed user procedures for payroll and benefits administration. The program deployed testing milestones and defect lifecycle management, set up workflow approval routing, budget transaction handling and reporting to hierarchies, and developed leave without pay and qualifying life event processes along with associated fast formulas. Training and knowledge transfer sessions were delivered to HR and benefits users to support ongoing administration. The rollout included Employee Service and Benefits Self Service and an Open Enrollment implementation in 2010, followed by production support and annual enrollment operations. The project concluded with successful go-live activities and an established support model for ongoing requirement enhancements, defect management and employee communications.
