The implementation included benefit plan setup, employee self service enrollment interfaces, and administrative dashboards to streamline benefits plan design and ongoing plan maintenance. Operational integrations linked PlanSource Benefits with the new HRIS Munis and with the automated time and attendance system Kronos to align eligibility and payroll deduction data, enabling operational data synchronization between benefits, HRIS, and payroll processes. The operational scope covered HR and Payroll Departments and extended to managers and employees across the City to ensure benefits elections informed payroll runs and compliance reporting. Governance and process transformation accompanied the technical rollout, where HR redesigned the performance review cycle to align the performance year with the fiscal year, executed an RFP driven compensation and benefits study, and regularly updated HR policies and procedures. Implementation coordination involved the City Manager, Deputy City Manager, and departmental leadership to integrate benefits administration into broader HR governance and workforce planning. As implemented, PlanSource Benefits became the primary Benefits Administration application for online enrollment and benefits plan management at City of Waynesboro, and its deployment contributed to establishing HR as a strategic partner while modernizing daily HR and Payroll workflows through integrated benefits, HRIS, and time and attendance systems.
