In 2014, the City of Winnipeg implemented Oracle PeopleSoft ERP as an ERP Financial program and undertook a full PeopleSoft upgrade from v9.1 to v9.2 covering Payroll, Financial and HCM. The program included installation of Candidate Gateway v9.2 external and deployment of recruitment modules Candidate Gateway Internal and Talent Acquisition TAM, combined with a structured business process renewal effort. PeopleSoft HCM 9.2 release 18 and 19 were targeted as part of the upgrade wave.
The Oracle PeopleSoft ERP rollout encompassed 28 modules and bolt on applications, including Attendance Management, Manage Base Benefits, Base HR, Enterprise Learning, ePerformance, Monitor Health and Safety, Payroll and Commitment Accounting, Person Profile, Recruiting Solutions, Security, Self Service, Succession Planning, Time and Labour, and bolt-on Time Keeping. Financial and procurement components implemented included Budget/EPM, Asset Management, Accounts Payable, Commitment Control, General Ledger, Inventory, Project Costing and Purchasing, with additional bolt-ons for Car Allowance and Time Keeping to extend payroll and HR workflows.
The technical architecture was built on PeopleTools 8.55, Weblogic 12.1.3.0.0, Oracle Tuxedo 12.1.3.0.0 and Oracle Database 12c, with PeopleSoft HCM 9.2 release 18/19 forming the application stack foundation. The deployment supported both external Candidate Gateway v9.2 instances and internal recruiting modules, indicating separation between public-facing recruitment services and internal talent acquisition processes.
Program governance and implementation ownership were organized under a project manager with a core team of 15 direct reports and a budget in excess of $3 million. Rollout activities emphasized module-level configuration, integration of bolt-ons, testing across payroll and finance domains, and business process renewal to align HR and recruitment workflows with the upgraded PeopleSoft platform.
