Operational coverage extends citywide across HR, payroll coordination and fleet access functions, with the Learn module interfacing directly with Google calendar to schedule and track training events. NEOGOV HRIS is used throughout an employee lifecycle from recruitment through performance management and continuing education, providing centralized recordkeeping and workflow orchestration for municipal personnel processes. Procurement was executed through a cooperative contract with Omnia Partners and an authorized reseller SHI Government Solutions for NEOGOV, establishing an annual contract with renewals under Omnia Partners cooperative agreement #2018-011-02. The purchase is budgeted at 55,648.92 dollars for the software modules and approximately 1,500 dollars for job posting and advertising, and the award cites Chapter 791 of the Texas Government Code and Section 271 Subchapter F of the Local Government Code to satisfy state competitive bidding requirements.
