In 2019 Cogeco Connexion implemented NetCracker BSS/OSS as part of its Darwin program to unify order management, billing and customer care across Ontario and Quebec. The NetCracker BSS/OSS deployment was scoped to support data conversion and migration of more than 1 million Quebec and Ontario customers and to provide an OSS/BSS backbone for billing, order orchestration and customer care operations. The implementation centered on the Compass billing solution as the NetCracker billing instance, with explicit configuration of billing, order management, customer care, product information management and product lifecycle management capabilities. Workstreams included creation of a product information workbook, provisioning rules and product configuration, and establishment of RASCI for product governance to ensure product catalog accuracy and operational consistency. Integrations and operational coverage were planned to include all affected infrastructure and integrations across IT and operations, with a defined transition plan for existing billing platforms. The program defined operational readiness activities including Operational Readiness Testing, role and responsibility mapping for production support, and coordination with HR on impact assessments and organizational change for IT and customer-facing teams in Ontario and Quebec. Governance and controls were formalized through a managed services governance structure, a security matrix for user access, KPI dashboards and application measurement programs. The Application Owner role was positioned to approve changes, manage impact analysis, ensure legislative compliance and drive usability and quality improvement for the NetCracker BSS/OSS implementation, with responsibility for key controls and audit deliverables.

Operational and governance activities included producing detailed architecture and solution documents, maintaining OWB Designer mapping artifacts, analyzing and developing SQL to resolve data issues, and training power users and end users. Governance emphasized documented scheduling rules, query management, and standardized distribution workflows to sustain reporting operations.
