Governance centered on a municipal modelling practice that centralized scenario generation and fed results into project management, budgetary review and environmental assessment processes. PTV Visum served as the authoritative Transportation Management application for route and service planning, enabling coordinated technical, economic and administrative decision making for the tram line rollout.
