Operationally the rollout focused on the Revenue and Benefits Assessment Services and resident communications, with the new Document Management system used to generate household bills, notifications and benefit correspondence. The software removed the need for two postal deliveries to the same person by merging council tax and benefit mailings, and the council established foundations to offer email delivery of bills and notifications to residents, landlords and businesses. Implementation work was carried out primarily by council staff with consulting assistance from Capita. Governance and process changes included standardizing all printing on plain paper, redesigning correspondence to reduce query volumes and consolidating daily print and mailing workflows. The introduction of payment barcodes changed payment routing by enabling cash payments at local retail outlets, and the council restructured document generation processes to eliminate multiple letters sent on the same day to the same recipient. Ownership of production and template management shifted toward the council to sustain ongoing configuration and content updates. Outcomes reported over the first nine months included explicit savings and service improvements, with a reported 10,000 pounds per annum saved through elimination of pre-printed stationery, approximately 6,000 pounds per annum saved from consolidating council tax and benefit documents, and halved benefit postal costs. The council also reported reduced query volumes and improved customer satisfaction from clearer, faster communications.
