In 2009, Conwy County Borough Council implemented Capita Swordfish Document Management as a Document Management solution for its Revenue and Benefits Assessment Services. The council serves 110,000 residents, collects council tax from 53,000 households and supports 12,300 benefit cases, and the project was initiated to reduce operating costs and improve citizen satisfaction by targeting document and postage spend.
Capita Swordfish Document Management was configured to replace pre-printed stationery with on-demand formatted documents, consolidate multiple correspondence streams and merge council tax and benefit bills for single-envelope delivery. The implementation emphasized document design and formatting capabilities, automated merging of related customer communications and the production of payment barcodes for inclusion on printed bills. The engagement was delivered as a tailor-made software solution by Capita working with a supplier, and the service type recorded was Workflow & Automation.
Operationally the rollout focused on the Revenue and Benefits Assessment Services and resident communications, with the new Document Management system used to generate household bills, notifications and benefit correspondence. The software removed the need for two postal deliveries to the same person by merging council tax and benefit mailings, and the council established foundations to offer email delivery of bills and notifications to residents, landlords and businesses. Implementation work was carried out primarily by council staff with consulting assistance from Capita.
Governance and process changes included standardizing all printing on plain paper, redesigning correspondence to reduce query volumes and consolidating daily print and mailing workflows. The introduction of payment barcodes changed payment routing by enabling cash payments at local retail outlets, and the council restructured document generation processes to eliminate multiple letters sent on the same day to the same recipient. Ownership of production and template management shifted toward the council to sustain ongoing configuration and content updates.
Outcomes reported over the first nine months included explicit savings and service improvements, with a reported 10,000 pounds per annum saved through elimination of pre-printed stationery, approximately 6,000 pounds per annum saved from consolidating council tax and benefit documents, and halved benefit postal costs. The council also reported reduced query volumes and improved customer satisfaction from clearer, faster communications.
