In 2017, Cornwall Council contracted Oracle Cloud ERP in a deal worth around £4m. Cornwall Council had been running Oracle E-Business Suite R12 since around 2011 for finance, HR and payroll, and migrated core ERP Financial functions to Oracle Cloud ERP with an official go live in April 2020.
The implementation centralized finance, human resources and payroll modules into Oracle Cloud ERP, aligning with the ERP Financial category and consolidating core transactional finance and HR workflows. Oracle Cloud ERP was positioned to host the councils primary financial management and payroll processing capabilities.
Project governance became contested after audit committee documents reviewed by councillors highlighted procurement and licensing issues. The council reported unused Cloud licences totaling £2,082,347.30 while paying for licences for parts of the system that were not live. Operational coverage extended to HR shared services, payroll operations, and line managers across council departments, with the Absence and Leave Management system serving as the authoritative source of leave data for downstream processes.
The engagement timeframe from April 2020 to July 2020 indicates a concentrated implementation phase focused on configuration, testing and consultant led knowledge transfer for payroll, absence and time streams. Governance activities emphasized policy harmonization, approval workflow design and role based access controls to align the new Absence and Leave Management processes with existing Cornwall Council HR procedures.

In 2012, Cornwall Council implemented Oracle OBIEE as its Analytics and BI platform. The program was organized through formal project planning across three functional workstreams for HR/Payroll, Finance and Procurement, while cross stream dependency management coordinated more than ten workstreams including Data Migration, Change and OBIEE.
Oracle OBIEE was configured to deliver a centralized semantic layer, enterprise reporting and dashboarding targeted at HR/Payroll, Finance and Procurement stakeholders. Workstreams concentrated on subject area modelling, report catalogues and scheduled report delivery consistent with Analytics and BI operational patterns.
A dedicated Data Migration workstream managed extraction, transformation and staging activities to populate the OBIEE reporting layer, and the Change workstream aligned release and adoption activities to OBIEE milestones. Later in the program the implementation team took the lead on data cleanse activity across HR and Payroll datasets to improve feed consistency and reporting quality.
Governance established cross stream checkpoints, release sequencing and handoff processes between data migration, change and reporting teams to align OBIEE delivery with functional cutovers. Operational ownership for the Oracle OBIEE deployment rested with HR, Finance and Procurement functions, positioning Oracle OBIEE as the central reporting layer for those business functions.
