Operational responsibilities included maintaining, testing and configuring Payroll/HR, Asset and FI interfaces, and coordinating application level changes across those systems. Governance and operational coverage were concentrated in the Controller and Payroll organizations, with the Payroll Director and Deputy Controller leading payroll, capital asset accounting, auditing, compliance and internal controls. Day to day operations included reconciliation of payroll postings to the general ledger, management of garnishments and tax levies, and ownership of year end close processes such as W2/W3 and multi‑jurisdictional wage filings. The implementation narrative notes configuration changes and BSI application work that resulted in huge cost savings for the county, while SAP HR/PY, FI and Asset subject matter expertise was leveraged to educate users, lead external audits and sustain ongoing compliance for federal, state and local tax obligations.
