Budget and program timing were explicitly adjusted, the approved 2021 budget covers approximately half of the additional authorization and the remainder was scheduled to be budgeted in 2022, and the planned Phase II ERP redevelopment evaluation was postponed due to pandemic-related budget constraints. As a result, Oracle JD Edwards EnterpriseOne is expected to remain the operational ERP Financial platform for Denver Water Department through the contracted extension period.

Governance and rollout oversight were coordinated through senior leadership including the Chief Information Officer, Chief Engineering Officer, Chief Operations and Maintenance Officer and finance representatives as reflected in Board minutes, providing cross-functional oversight for procurement, deployment and ongoing support across the utility's operational departments.
