In 2018, Denver Water Department implemented Oracle JD Edwards EnterpriseOne as its principal ERP Financial application for managing enterprise financial operations. The Oracle JD Edwards EnterpriseOne application is used to process core financial workflows across accounts payable, accounts receivable, general ledger, fixed assets, contracts, procurement, budgets, and warehouse inventory.
The deployment supports finance, procurement, budgeting, and inventory control functions across Denver Water Department, consolidating transactional processing and financial recordkeeping into a single ERP Financial system. In August 2020, JD Edwards EnterpriseOne was upgraded to the latest release, demonstrating active version maintenance and application lifecycle management for the financial estate.
Governance and procurement activity was recorded with the Denver Board of Water Commissioners in December 2020, authorizing a twenty third extension for product support and the renewal of existing software licenses. That authorization extended the Oracle contract by two years, added $400,946.79 to the contract for a total contract amount of $4,880,649, and documented negotiations that produced a cost savings of $8,019 to be realized in 2022.
Budget and program timing were explicitly adjusted, the approved 2021 budget covers approximately half of the additional authorization and the remainder was scheduled to be budgeted in 2022, and the planned Phase II ERP redevelopment evaluation was postponed due to pandemic-related budget constraints. As a result, Oracle JD Edwards EnterpriseOne is expected to remain the operational ERP Financial platform for Denver Water Department through the contracted extension period.

In 2013 Denver Water Department implemented Oracle PeopleSoft HCM for Core HR to centralize HR information systems processes across its HR organization. The deployment focused on Core HR capabilities including position management, employment records, benefits administration, training tracking, and ePerformance within the Oracle PeopleSoft HCM environment.
Application work included a PeopleSoft HCM 9.2 upgrade where the test plan lead coordinated creation, planning, review, and execution of test scenarios with respective HR teams for system and user acceptance testing. Testing governance covered unit testing, system testing, integration testing, security testing, load and performance testing, mobile testing, and regression testing, and defects were routed to developers and subject matter experts for resolution prior to go live.
Integration work explicitly included the Cornerstone OnDemand Learning Management implementation, requiring end to end testing of training data flows between Oracle PeopleSoft HCM and Cornerstone OnDemand to maintain training and compliance records. Operational coverage centered on HR functions of position management, employment, benefits, training, and performance management across Denver Water Department’s HR teams.
Operational governance and process change were anchored by a centralized test plan leadership role that provided strategic planning and ongoing HR information systems support, including updates to position management and benefits processes. This role coordinated cross functional stakeholders, testing activities, and defect lifecycles to establish release readiness and ongoing HRIS support structures.

Rules-driven inspection and maintenance scheduling was implemented via TRM Rules-Manager to standardize inspection triggers and condition-based workflows. Governance and rollout oversight were coordinated through senior leadership including the Chief Information Officer, Chief Engineering Officer, Chief Operations and Maintenance Officer and finance representatives as reflected in Board minutes, providing cross-functional oversight for procurement, deployment and ongoing support across the utility's operational departments.
