Operational coverage encompassed HR administration, recruitment, onboarding, and HR reporting functions within PCHRD, with HR staff coordinating employee requests and producing compliance reports through PrimeHRM. The system supported coordinated preparation of contracts and job descriptions, consolidation of pre-employment requirements, and centralized record keeping for newly hired employees.

In 2014, the Department Of Science & Technology implemented eNGAS (New Government Accounting System) as its Government ERP to support accounting and financial operations. Deployment activity was concentrated within the Accounting Staff of the Financial Administrative Division, covering the Metal Industry Research and Development Center site on General Santos Avenue, Bicutan, Taguig City, with the staff assignment running January 2014 to February 2015.
Functionally the eNGAS implementation focused on electronic journalizing and voucher processing, tax compliance workflows, budget versus actual reporting, and multi-ledger bank reconciliation. Accounting staff examined, analyzed and journalized entries directly in the Electronic National Government Accounting System eNGAS, prepared tax certificates, assisted electronic filing of TRA to the Bureau of Internal Revenue, and maintained bookkeeping for project expenses as well as trust, accounts payable, revolving and ATM accounts.
The eNGAS deployment supported operational linkages with government agencies by enabling electronic filing to BIR and facilitating statutory remittances to GSIS, Pag-ibig and Philhealth as part of routine payroll and supplier payment workflows. Disbursement processing and post-audit activities were executed in alignment with Commission on Audit standards, with accounting personnel assisting in post audit of disbursements and related documentation control.
Governance emphasis centered on standardized reconciliation and voucher control within the Financial Administrative Division, with explicit procedures for bank reconciliation of regular accounts, trust liabilities and other fund types, and for preparing budget versus actual reports for project monitoring. Workflow restructuring formalized handoffs between bookkeeping, disbursement posting and statutory remittance functions, reinforcing Commission on Audit compliance checkpoints and audit trail requirements.
Operationally eNGAS served as the primary Government ERP for core accounting and statutory reporting at the DOST site, centralizing journal entry, reconciliation and tax remittance tasks under a common application. The configuration and use of eNGAS supported routine audit readiness and statutory compliance through centralized journalizing, reconciliations and standardized reporting.
