Governance and operating model changes accompanied the technical work, with a cloud competence center established to validate department queries, cloud certification courses for staff, and a communication plan using blogs and how-to videos to drive adoption. By October 2020 roughly 95 percent of services were operating in Azure, all data was retained in Microsoft Azure under the implemented security stack, and the program emphasized organizational change to enable autonomous, cloud-enabled teams by 2025.

The technical stack on Azure was instrumented with security and identity controls including Microsoft Defender, Azure Active Directory, Azure Sentinel, and Azure Advisor consolidated via Azure Security Center. Core enterprise application coverage included SAP workloads on Azure, and the platform enabled departmental initiatives such as Power BI reporting, IoT pilots, and a CRM direction based on Dynamics 365. Data residency requirements were preserved with all data retained in Germany on Azure. Accenture acted as the system integrator and formed an operating alliance with Microsoft and EAM to execute the migration under a tight schedule. Governance and operational change included establishing a cloud competence center to triage department queries, rolling out cloud certification training for staff, and a communication program of intranet blogs, how-to videos, and manager interviews to accelerate adoption and acceptance. By October 2020 about 95 percent of services were operating in the cloud, and the project reported no major malfunctions, business interruptions, or loss of performance during migration while operating remotely due to the COVID-19 crisis. Organizational outcomes included faster, more flexible infrastructure with some administrative processes noted as more complex and queued for optimization, and a stated objective to break down barriers between IT and departments by 2025 to enable autonomous teams working on the cloud platform while IT provides the governance framework.
