In 2025, Ellis County implemented Everbridge Mass Notification to replace the CivicPlus system and improve emergency communication. The Everbridge Mass Notification deployment is positioned within the Critical Event Management capability set, with a primary emphasis on geo targeted alerting tied to location rather than opt in registers to increase reach during emergent incidents.
Configuration and functional modules focus on geo fencing and location based routing, persistent alerts that remain active until manually deactivated, and entry based delivery so anyone entering an active alert zone receives the notification. Emergency workflows are configured to send alerts automatically using FEMA’s Integrated Public Alert and Warning System, and the platform supports simultaneous distribution of a single alert to multiple platforms. Administrative controls are being provisioned to enable department level customization so individual county departments can send notifications to staff or the public, and the system is also configured to address county employee notifications for internal incidents.
Integrations explicitly include FEMA IPAWS and multi platform distribution for public and internal channels. The operational scope covers countywide public alerts, departmental communications, and employee notifications across Ellis County, with the County Commission authorizing the adoption. Onboarding activity was underway in the month prior to July 11 2025, with the county targeting a complete live state within the following month.
Governance settings require residents to opt in for non emergency messages such as event notices and public announcements, while emergency alerts are automatic and remain active until manually cleared. Policy and workflow design incorporate manual deactivation controls and delegated department administrators, and local leaders cited the 2021 four county fire as a catalyst for adopting location based automatic alerts to close existing notification gaps.
