In 2017 Fairfield City Council implemented Oracle PeopleSoft ERP within an ERP Financial context to centralize transactional and operational records for workshop, fleet, stores, and business services functions. The Oracle PeopleSoft ERP deployment supported servicing schedules and administrative workflows used by the Council's Business Support and Mechanical Workshop teams.
Configuration work focused on servicing schedule management, materials requisition and stores coordination, and design of business reports for the Construction and Maintenance team. Staff used the system to build and maintain servicing schedules for council plant and vehicle servicing and to capture parts and maintenance data gathered from leading hands and senior mechanics. Operational documents were authored and updated in the system to comply with Quality Management Control and Work Health and Safety requirements.
Operational scope covered the Mechanical Workshop, Fleet and Stores, Construction and Maintenance, and Business Services groups inside Fairfield City Council. Business Support Officers liaised with workshop teams to ensure consistency of services and to translate mechanic inputs into structured PeopleSoft records for scheduling and reporting. The implementation embedded report generation and administrative task processing as routine functions for operational oversight.

In 2017 Fairfield City Council implemented Frontier Software Chris21 Payroll. The Frontier Software Chris21 Payroll deployment was scoped to support Payroll processing and employee records management within the council, aligning Payroll with HR and finance workflows.
The implementation configured core Payroll modules including pay run processing, employee master data, leave and entitlements management, payroll reporting and compliance functionality consistent with Payroll category capabilities. Frontier Software Chris21 Payroll was configured to support automation of routine payroll tasks and report writing to meet council payroll schedules and statutory reporting requirements.
Systems integration work centered on middleware and services integration, with explicit emphasis on Message-broker patterns, Web Services and API development to enable data flows between Chris21 payroll and the councils ERP, Financial Systems, PeopleSoft modules and Objective EDRMS. Platform administration and data management were executed on Oracle and SQL database platforms and supported by UNIX and Windows system administration practices described in the councils ICT role profile.
Governance and operationalization were led through an ICT Architect role that provided technical leadership for installation, virtualization, upgrades, patching, monitoring, capacity and availability planning, troubleshooting, system security and performance tuning of core applications. The ICT Architect function enforced design integrity, SLA alignment, ITIL-informed operational processes and acted as technical lead for build, test and deployment activities while guiding API and automation script development.
Operational scope covered payroll, HR and finance business functions across Fairfield City Council, supporting a workforce of approximately 730 employees. The narrative reflects a structured, architect-led approach to embedding Frontier Software Chris21 Payroll into the councils broader application landscape.

In 2018 Fairfield City Council performed infrastructure and database migrations to support the Civica Authority Government ERP deployment. The work included migrating databases for six core council systems, Civica Authority, Enlighten, Objective, Chris21, PeopleSoft and Fluid, from Solaris Sparc T4-2 servers onto newer T7-2 systems to consolidate platform hardware and standardize hosting.
High availability architecture was implemented, with Oracle DataGuard and SQL Server WSFC configured to span two sites, onsite and a remote disaster recovery datacentre, providing site spanning resilience for database services. Linux servers and databases were built to host various applications, PeopleSoft application environments were constructed and deployed, and software upgrades to the Civica Authority application were executed as part of regular release cycles.
Operational automation and governance were established through scripting and tooling, with shell, Perl and Powershell scripts developed to automate backups and monitoring across Oracle, SQL Server, MariaDB and MongoDB databases and the Unix systems that run council applications. The program also covered deployment of in-house web application releases and standardized backup and monitoring processes to support ongoing maintenance and release governance for the Government ERP and related core systems.
