Operational coverage explicitly included project accounting, purchasing, vendor invoice processing and billing, plus tax compliance activity where Spectrum records supported preparation and filing of sales, use and excise tax returns for states worked in including Hawaii.
Governance aligned around monthly close procedures, job cost projections and corrections, and a workflow for invoice matching and PO reconciliation with Project Manager approvals. Staffing reductions in 2017 led to layoffs that affected in house Spectrum administration and continuity of those operational processes.
