In 2020 Government Employees Health Association implemented Gallup Q12 in the Employee Engagement category to measure and strengthen engagement within its Customer Care Operations call center supporting member and provider services. The Gallup Q12 deployment was executed under director level accountability during an Oct 2020 to Oct 2022 operational period and aligned people, process, technology and budget levers across the organization.
Gallup Q12 was configured as a recurring engagement survey program with manager level reporting and pulse survey cadence, integrated into daily workforce management rhythms. The implementation emphasized linking engagement signals to quality assurance metrics, with refinement of QA measurements for first contact resolution, customer effort and CSAT to create tighter feedback loops between survey results and operational performance.
Operational integration included using Workday as a central repository for agent coaching notes and consolidating Team Lead functions under one leader to streamline escalation and resolution desk processes. Cross functional governance brought IT, Training, Compliance and QA together for a tactical weekly workforce management call, and the Six Sigma and Training teams were engaged to improve new hire training experience and close skill gaps identified from engagement and QA data.
Governance changes included formalized escalation feedback loops, refined QA processes and new scheduling options including part time, flexible schedules and four day workweeks to address attrition drivers. Reported outcomes from the program included reduction in attrition and an increase in Gallup Q12 score, reflecting improved engagement in the Customer Care Operations function.
