Bitfury Legacy Bitfury Exonum Blockchain Platform Blockchain n/a 2018 2018
In 2018, the Government of Ukraine implemented Bitfury Exonum as the Blockchain Platform to underpin SETAM, the government e-auctions system used for auctioning state owned property and enabling any Ukrainian citizen to participate. The project was explicitly targeted at restoring citizen trust, ensuring data integrity, mitigating corruption and data manipulation during trade sessions, reducing legal fees, and guaranteeing that highest bidders win auctions. All auction data was stored on the Exonum blockchain, with each record cryptographically signed using a hash, enabling public verification that bid information remained unchanged. Bitfury Exonum’s distributed architecture retained copies of the blockchain across multiple nodes, and the network required consensus among the nodes to append new transactions, providing resilience against partial equipment failure and bad actors. Digital signatures from the private Exonum ledger were regularly anchored to the public Bitcoin Blockchain, creating an external tamper evidence mechanism. Operational integration extended to the SETAM trading workflow, allowing third parties and citizens to follow auction progress and raise concerns for investigation. The East Europe Foundation acted as an independent third party auditor to validate auction integrity and provide oversight. The system was restructured to remove intermediaries from the auction flow, changing operational responsibility for verification and dispute escalation. Governance and process changes introduced auditability at the transaction level, with public hash verification and auditor oversight embedded into post trade governance. Users could independently confirm bid records via the Exonum ledger and escalate suspected manipulation to the designated auditor, shifting controls from opaque intermediaries to verifiable blockchain records. The deployment emphasized operational transparency and cryptographic proof over centralized trust mechanisms. Outcomes reported after the Exonum integration included growth in overall auction participants and new partners, an increase in average lot prices, and an initial production run of 4,000 auctions in the first five months with total sales of $24.5 million. The system began operating without intermediaries, which was cited as a factor in improving efficiency and limiting opportunities for corruption.
