In 2021, Harkins Builders implemented Oracle Peoplesoft FSCM as its ERP Financial platform to consolidate core finance and accounting workflows. The deployment targeted the companys PeopleSoft FSCM environments and positioned Oracle Peoplesoft FSCM as the system of record for transactional finance, procurement, and financial reporting functions within Harkins Builders.
Configuration work centered on standard PeopleSoft FSCM capabilities, including general ledger, accounts payable, accounts receivable, procurement and voucher processing, cash management, and fixed asset accounting. The implementation included application-level configuration, security role design aligned to finance and procurement teams, and workflow automation typical of ERP Financial deployments to support invoicing, approvals, and period close procedures.
The technical migration moved PeopleSoft databases from Microsoft SQL Server to Oracle Cloud Infrastructure, and the program provisioned Oracle Cloud Infrastructure to host PeopleSoft application and database tiers. SpearMC Consulting served as the systems integrator, executing the database migration and platform provisioning on OCI and coordinating environment promotion across development, test, and production PeopleSoft instances.
Governance and rollout were managed in partnership with SpearMC Consulting, using phased environment migration, configuration control, and validation testing to preserve finance operations continuity. The engagement documented application configurations and cutover procedures to align finance, procurement, and accounting operational processes with the new Oracle Peoplesoft FSCM deployment.

| Gallup | Legacy | Gallup Q12 | Employee Engagement | HCM | n/a | 2015 | 2015 |
In 2015 Harkins Builders implemented Gallup Q12 as an Employee Engagement application to formalize engagement measurement across its multi-division east coast construction operations. The deployment was led from the human resources function for a roughly 600 employee mid-size construction management company, with Gallup Q12 serving as the primary engagement survey instrument used to shape ongoing employee and manager engagement practices.
Gallup Q12 was configured to support a continuous employee engagement and performance dialogue, using the Gallup Q12 questionnaire to inform performance management and talent management workflows. The human resources organization also automated core HR processes with a Human Capital Management system, eliminating paper processes and enabling digital record keeping, learning enrollment, and manager-driven follow up actions tied to engagement signals.
Operational coverage extended across talent management, performance management, benefits and compensation, continuous learning and development, compliance, employee relations, DEIA, and wellbeing. Harkins partnered with the project controls department to create an executive summary Power BI dashboard for the human resources department, providing a consolidated view of HR metrics and enabling executive reporting of engagement and workforce trends.
Governance and process changes accompanied the deployment, including the institution of affinity groups such as the Women’s Roundtable, Equity Committee, Harkins Warriors, Harkins Young Professional Experience HYPE, and the Small and Minority Business Committee, and the adoption of a Wellbeing for Life model covering career development, community service, social and financial health. Outcomes explicitly reported include a 4.56 out of 5 employee satisfaction score using the Gallup Q12 questionnaire, a 93 percent eight-year retention rate average, and an increase in minority hires from 16 percent in 2020 to 36 percent in 2021.
