The implementation emphasized a Selective Adoption continuous delivery model and a PeopleSoft Test Framework to manage feature adoption and regression risk. Functional rollout used a collaborative Model Office environment where new PeopleSoft 9.2 capabilities were validated by business and IT stakeholders, and examples such as PeopleSoft Expenses and its approval framework were piloted to govern production sponsorship of new features. For infrastructure and operations, Hays instituted automated update scripting and a monthly technical release program that orchestrated dot releases of PeopleTools and coordinated updates to WebLogic, Tuxedo, and Java. A customization catalog and iterative technical review process were embedded into the infrastructure cadence to assess each customization against alternatives such as bolt on, configuration tooling, workflow or process change, or different tools. Governance was restructured to reduce rework during Keep Current cycles, with the customization catalog enabling isolation and replacement of intrusive customizations and allowing the functional and development teams to focus on continuous improvement rather than repeat reapplication work. The Selective Adoption framework allowed early, controlled adoption of delivered features, enabling the functional team to stage changes and maintain a predictable upgrade path for Oracle PeopleSoft HCM. The program explicitly aimed to reduce long term cost of ownership and it materially simplified PeopleTools upgrades by isolating customizations, while also recognizing the risk and effort caused by heavily customized code that required reapplication during each update. The implementation delivered modernized user experience through the Fluid User Interface, including a fluid My Hays portal engaging roughly 4,000 users in the United Kingdom and Ireland for approvals, absence management, payslip retrieval, diversity reporting, and expenses, demonstrating Core HR operational coverage and user self-service enablement.
