In 2015, Healthcare of Ontario Pension Plan implemented Oracle Cloud ERP in an ERP Financial initiative, migrating from Oracle E-Business Suite to Oracle Fusion Cloud. The program positioned Oracle Cloud ERP as the primary financial system to centralize core accounting functions and to standardize financial workflows across the organization.
Configuration and module work targeted Fixed Assets, General Ledger and Accounts Payable, referenced as FA, GL and AP in project documentation. Project activities included configuring Oracle EBS and Fusion Financials to support business requirements, developing technical specifications, creating reports customizations and interfaces, and authoring a test strategy with data conversion validation for FA, GL and AP.
Integrations delivered new interfaces between Oracle Cloud ERP and other systems, and the team built SharePoint document library sites with complex Nintex workflows and dashboards to manage documentation and approval flows. Automated unit tests were created for Oracle interfaces using C# and selenium to validate integration points and conversion outputs.
Governance and delivery were structured around Agile practices, with facilitation of Scrum ceremonies, coaching in Scrum methods and use of user stories prioritized via the MoSCoW model. The rollout included training for business users and technical staff, recruitment and onboarding of external consultants, and supervision of a multi disciplined Scrum team of developers, business analysts and testers.
Project outputs explicitly included doubling the number of general ledgers, creation of new interfaces and improved reporting capabilities, as recorded in project artifacts. Oracle Cloud ERP was implemented to support financial accounting, accounts payable processing, ledger management and enterprise financial reporting within the ERP Financial program.

In 2015, Healthcare of Ontario Pension Plan implemented Oracle Cloud HCM as its Core HR system to support HR and workforce management. Subsequent work documented from September 2020 to present in Toronto, ON concentrated on extending Oracle Cloud HCM with programmatic user management and automation.
HOOPP developed a RESTful API that automates management of users in Oracle Cloud HCM, using Oracle Fusion REST APIs to drive HR processes and Oracle Cloud HCM user provisioning. The integration layer was built with C# and JSON models to structure Oracle Fusion REST calls, and configuration leveraged ServiceNow constructs such as update sets, catalog items, catalog client scripts, and catalog UI policies to surface service catalog requests for HR operations.
The implementation included backend data persistence and operational tooling using Microsoft SQL Management Studio to create tables, stored procedures, and SQL queries for intermediary data stores. Test automation and validation used Selenium WebDriver against the Oracle ERP Cloud webpage, and CI CD and deployment were managed through Azure DevOps including boards, git repositories, build pipelines, and release pipelines, with an Azure Function hosting the API endpoint on Microsoft Azure. API documentation covered potential errors and operational behaviors to support handover and runbook activities.
Operational governance followed agile practices, with the development team working in two week sprints and preparing presentations and demos to stakeholders. The program combined application development, ServiceNow workflow automation, test automation, and Azure DevOps driven release management to operationalize automated user lifecycle functions within Oracle Cloud HCM.
