In 2013, HealthShare NSW implemented Oracle E-Business Suite as an ERP Financial application to consolidate and standardize HR, payroll, financial and procurement processes across NSW Health. The rollout was executed as part of a Corporate IT program that aimed to support payroll and HR requirements for roughly 140,000 staff, with Oracle E-Business Suite Human Capital Management already deployed to more than 129,000 staff and a further 11,000 scheduled in a final phase.
The implementation centered on Oracle E-Business Suite modules for Human Capital Management, payroll processing, financials and procurement, with Oracle Fusion Middleware and Oracle Database underpinning application services. Oracle Enterprise Manager 12c was used to orchestrate provisioning and speed deployment, enabling more consistent configuration and operational management across the evolved ERP landscape.
HealthShare NSW paired the application rollout with a hardware and platform refresh using Oracle Engineered Systems, including Oracle Exadata Database Machine and Oracle Exalogic Elastic Cloud, plus Sun ZFS Storage Appliance for enterprise storage. The engineered systems design was selected for high performance and scalability, with Proof of Concept results cited as Exadata performing a given process twice as fast as its nearest competitor and Oracle Engineered Systems delivering a 6 to 8 times performance improvement, enabling payroll data processing in around a quarter of the time previously required. The platform was provisioned to underpin a future Oracle Database-as-a-Service capability and the new infrastructure was scheduled for migration into Whole of Government data centers in late 2013 with full production planned for 2014.
Integration work included Oracle Identity Management to deliver single sign-on for NSW Health staff and Oracle SOA Suite with Oracle WebLogic Server to simplify application integration and streamline service provisioning. The combined middleware and engineered systems approach was intended to reduce reliance on specialized database administration skills through a consolidated, consistent database architecture and to improve the speed of application backups and restores using InfiniBand connectivity between Exalogic, Exadata and ZFS storage.
Governance and operational intent focused on system consolidation, data center reform and a standardized provisioning model to increase service center efficiency, reduce operational costs and support clinical services across the state. The initiative explicitly targeted improved agility and service levels while providing a foundation for ongoing ERP Financial and HR operations within NSW Health.

Security modeling work referenced Essbase derived security in a QlikView POC, and the BI practice maintained cross‑tool coordination for requirement gathering and support handover.
Governance and operationalization emphasized stakeholder consultation, requirements gathering from business units, and knowledge transfer, including training fellow team members in OBIEE and QlikView. Day to day operational scope included ongoing dashboard optimization, support before handover to support teams, and iterative refinement driven by BI specialists and business stakeholders.
