Financial modules were configured for monthly financial statements, WIP preparation and entries, job cost accounting, GL balancing, accounts payable workflows and internal controls, owner billings, and full income statement forecasting by month reflecting project revenue and profit. Operational workflows centralized job cost, accounts payable, owner billing, payroll and surety request transactions within Sage 300CRE, with payroll processing set up for weekly runs including certified payroll and 401k contributions. The system was used to maintain company finance records such as bank accounts, investments, loans, tax returns, line of credit status, shareholder equity, and notes, while also managing insurance renewals and municipal, county and state license setup and reporting. Governance and process controls were formalized around a monthly close and project review cadence, including update and review of project status and profit forecasts, WIP reporting, and controls for subcontract and design agreement flowdown. The implementation also supported audit and compliance workflows to prepare for financial audits, 8(a) and SBA reviews, workers compensation, GL and federal government audit requirements.

The USACE RMS 3.0 computer system is required and used for this project and is part of the operational toolset alongside Procore Platform. The Procore Platform was configured to support Project Portfolio Management workflows typical for contractors of this size, including document control and drawing management, submittal and RFI tracking, scheduling and change event tracking, field inspections and QA/QC logs, safety reporting, and vendor and subcontractor coordination. Integration and data exchange between Procore Platform and RMS 3.0 are used to satisfy USACE reporting and access requirements, and Procore captures access authorizations and safety workflows managed by Ms. Hale. Operational coverage focused on construction operations, safety, quality control and site access governance for the MOTCO site, with Procore Platform serving as the primary project management system. Governance emphasis centered on enforced access control, UXO coordination workflows and centralized document and inspection records to support restricted base operations.
