In 2014, HIS ARK deployed Global Vigilance into the Royal Malaysian Customs Ubiquitous Customs program as part of a targeted maritime security engagement. The scope of the engagement focused on customs and anti smuggling workflows in Malaysia and the contract documentation explicitly linked the deployment to improved maritime and cargo risk assessment. Global Vigilance was implemented using the Cargo Targeting System CTS module and the Vessel Selection System VSS module, reflecting Maritime ERP functional requirements for cargo targeting, vessel profiling, and risk based screening. Configuration centered on rule sets and operational workflows to support targeting decisions and vessel selection processes within customs inspection operations. The implementation was delivered via the BRINFO team with Brilliance Malaysia identified as the systems integrator and Constellation Software Inc. named as the software vendor. The rollout integrated Global Vigilance into Royal Malaysian Customs operational procedures under the Ubiquitous Customs program, covering customs enforcement and maritime screening use cases in Malaysia. Contract materials and public announcements specified CTS and VSS module usage and governance was organized around module level deployment and operational handoff to customs teams for targeting and vessel selection workflows. The engagement positioned Global Vigilance to improve maritime and cargo risk assessment capabilities for customs operations.
