In 2013 Hitachi Europe implemented Oracle Cloud HCM in a Core HR deployment to centralize and standardize HR operations across EMEA. The deployment targeted regional HR functionality and aligned with concurrent workforce and talent programs noted for the organization, covering EMEA populations and India and addressing performance, compensation, recruitment, and reporting needs for roughly 600 staff across nine countries.
Oracle Cloud HCM was configured to provide core employee record management, performance and talent management, compensation and benefits workflows, recruitment and onboarding processes, and leadership reporting capabilities. The implementation supported the rollout of a new performance and talent review process for regional staff and an annual compensation review workflow with automation for short and long term incentive plans.
Operational coverage was organized through the regional HR function with governance and reporting consolidated into a quarterly People Report for senior leadership. The system supported improved HR service delivery by standardizing HR information and enabling HR business partners to respond more quickly to leadership and employee queries across multiple countries.
Governance and process changes accompanied the Oracle Cloud HCM rollout, with EMEA leadership embedding a business partnering model, talent identification and development processes, and a direct recruiting model that leveraged the new HRIS data. Outcomes recorded in the engagement notes include enhanced HR service levels with excellent feedback, a reduction in cost per hire from £13k to £5k, a £1m reduction in benefits costs, and successful people integration and retention results following acquisitions; these operational and financial outcomes were implemented in the same period as the Core HR program and aligned with the HRIS enablement.
