In 2015, JSI implemented Deltek CostPoint as its ERP Financial application to centralize finance, accounts payable, and supply operations accounting for the USAID DELIVER project workstream. The deployment positioned Deltek CostPoint as the primary ERP Financial system supporting procurement cost tracking and invoice payment processes for Supply Operations and finance teams.
The implementation covered core financial modules including accounts payable, vendor master maintenance, account coding and country account code assignment, invoice and voucher electronic and hard copy file management, and balance sheet review for the supply operations unit. Configuration work explicitly included vendor set-up and assignment of appropriate account coding within both CostPoint and downstream systems, plus procedures for entering procurement-originated invoices into the operational tracking system.
Deltek CostPoint was integrated with JSI’s ORION tracking environment, with documented data flows that included uploading CostPoint payment data into ORION, entering ORION-initiated invoices linked to CostPoint payment records, and verification of close-out for pending payments with each upload. The operational coverage emphasized Supply Operations finance, with support to the DELIVER Project Director of Supply Operations and the Director for Finance and Administration for contract reporting and ongoing financial analysis.
Governance and process work focused on audit readiness and ongoing controls, including maintaining Supply Operations invoice logs, reviewing and verifying close-out of payments during data exchanges between CostPoint and ORION, monitoring accounts payable, and performing ongoing audits of DELIVER supply operations financial data. The program also established responsibilities for preparing and compiling invoice documentation for audit readiness and for supporting operations-specific and contract reporting needs within the finance organization.

In 2015, JSI implemented ADP Workforce Now as its Core HR platform. The deployment centralized human resources operations for the 3,500 employee professional services firm, consolidating personnel records, onboarding workflows and transactional HR tasks under a single HRIS.
Implementation focused on core HRIS functionality including new hire data entry, ongoing employee record maintenance, personnel file management and benefits packet preparation, with operational processes for processing salary increases, promotions and company transfers. Recruitment and staffing activities were supported through posting vacancy announcements and maintaining candidate and alumni tracking sheets, while onboarding processes encompassed new hire orientation, creation of new hire binders and e-verification steps.
Operational procedures included scanning and PDF logging of documents, logging payroll forms and moving termed employee files to an archive, indicating integrated document management and payroll data capture practices within ADP Workforce Now. HR coordinators utilized ADP HRB to perform day to day transactions, and the platform was used to assist with overseas new hire paperwork, manage professional membership dues and related employee expense processes referenced as EVSes.
Governance responsibilities centered on confidentiality, maintenance of the HR filing system and standardized tracking mechanisms for hires and terminations, with HR coordinators responsible for orientation, benefits packet distribution and responding to salary requests for budgeting and proposals. The ADP Workforce Now deployment functioned as JSI Human Resources, aligning Core HR application usage with established HR coordination and compliance workflows.
