In 2017, Judicial Council of California implemented Oracle Cloud ERP and positioned Oracle Cloud Financials as the core system within the ERP Financial category to modernize financial operations and onboard cloud-native accounting capabilities. The implementation deployed Oracle Cloud Financials functionality across Oracle Cloud Financials R12 and R13 modules, including Procurement, Purchasing, Accounts Payable, Project Portfolio Management with Grants Management, Project Costing, Project Billing, Contracts and Revenue, Accounts Receivable, Fixed Assets and General Ledger. Oracle Hyperion Planning V.11.1.1.3 was included for planning and budgeting alignment, with configuration work that encompassed accounting rules, budget control, cash management and project accounting processes.
Architecturally the effort included a migration pathway from Oracle E Business Suite EBS to Oracle Cloud Financials, with explicit data conversion and migration designs for suppliers, customers, asset registers, general ledger balances, open accounts payable and receivable, revenue recognition entries and unapplied receipts. The program role served as a functional subject matter liaison between the Judicial Council of California and the KPMG implementation team, driving requirements translation, data mapping specifications and test case coverage.
Governance and process redesign focused on preparing JCC to meet Cloud Financials requirements through business process redesign, end to end configuration, documentation, testing and deployment activities. Deliverables included business flow diagrams, function specific data documentation and job aids to support user adoption and to standardize accounting, budgeting, procurement and cash management workflows across the covered judicial sites.
