In 2017, Camden Council implemented Oracle E-Business Suite as its ERP Financial application to consolidate municipal finance and procurement capabilities across the council. The Oracle E-Business Suite deployment focused on centralizing financial control within the council’s finance and corporate services functions, and it was executed in the context of a broader smarter working digital transformation program.
Configuration work concentrated on ERP Financial modules commonly used in public sector finance, including general ledger, accounts payable, accounts receivable, fixed assets, procurement and financial reporting. Implementations emphasized statutory reporting, budgetary control and procure-to-pay workflow configuration consistent with local government accounting requirements.
The Oracle E-Business Suite program ran alongside a parallel shift to Microsoft Office 365 and a targeted initiative to digitise the council’s print and mail, creating operational alignment between financial records, document collaboration and inbound document processing. Camden positioned the Oracle E-Business Suite environment to interact operationally with digitised document workflows and collaborative office tooling to streamline invoice intake and records handling.
Governance and rollout were overseen as part of Omid Shiraji’s smarter working digital transformation agenda, with process standardization and tighter controls introduced for procure-to-pay and financial close. The council also identified a subsequent phase to move toward Oracle’s ERP cloud product as part of the ERP Financial roadmap.

The HCM deployment was delivered as part of a sequenced Oracle Fusion programme, with Oracle Fusion Enterprise Resource Planning implemented in 2018 and a payroll system deployed in 2021. The programme included planned integrations between Oracle Cloud HCM, Oracle Fusion ERP and the payroll system to synchronize workforce master data with financial and operational processes such as accounting, procurement, risk management, compliance, supply chain planning, budgeting, forecasting and reporting.
Operational scope covered central HR and payroll touchpoints with finance and service delivery teams across the council, supporting employee management and development initiatives. Governance for the programme established role based governance, data stewardship responsibilities and phased rollout milestones to coordinate HR, finance and payroll adoption across Camden Council.
