In 2014, Maryland Southern Electric Cooperative implemented Oracle Utilities Mobile Workforce Management as part of a coordinated upgrade to Oracle’s Customer Care & Billing and Mobile Workforce systems. The deployment targeted Field Service Management capabilities to standardize field operations at the cooperative's Newark, DE location.
Origin Utility led the upgrade and converted custom COBOL code to Java, and migrated XAI services to IWS, moving to an application service architecture built on Java and IWS. The project team deprecated customizations where applicable to increase reliance on base Oracle Utilities Mobile Workforce Management functionality, and reconfigured standard modules such as work order management, crew dispatch, scheduling, and mobile data synchronization to align with packaged capabilities.
The implementation encompassed functional alignment between Oracle Utilities Mobile Workforce Management and Oracle Customer Care & Billing, using IWS based services to standardize service interfaces and reduce bespoke integration logic. Operational scope included field operations and customer service workflows, with configuration changes informed by analysis of the original system configuration to address process gaps.
Governance changes prioritized elimination of custom code in favor of configuration, and the project team documented configuration driven process improvements to guide ongoing system stewardship. Origin Utility served as the system integrator delivering code conversion, service migration, and configuration remediation during the engagement.
