In 2024, the Netherlands Enterprise Agency implemented Blueriq as its Business Process Management platform to operationalize subsidy, credit and guarantee schemes for SMEs and agricultural businesses. The deployment centralized a process-driven approach to subsidy execution within a flexible UPNL platform, enabling RVO to configure and run large scale assistance programs with business teams leading the design and validation of models. Blueriq was configured to deliver model-driven application logic, with business engineers creating and adjusting models rather than writing code. Implemented capabilities included configurable variables for scheme parameters such as maximum allowance and percentage turnover thresholds, embedded risk models, audit trail and logging for every decision, and a rapid error remediation workflow so models can be corrected and redeployed quickly. The implementation was executed by a cross-organizational team composed of RVO, Blueriq, Deloitte Consultancy and IT supplier DICTU, and it was integrated into the operational chain with Ministries and other implementing agencies for scheme intake, assessment and payment workflows. Operational coverage spanned application intake, customer contact centre support, claims processing and accountability reporting, and the platform was used to support emergency schemes such as TOGS and TVL during crisis response. Governance emphasized business-in-the-lead delivery through a collaborative square team, accelerated rollout cycles under strict time constraints, and knowledge transfer to enable internal modellers to operate the platform independently while Blueriq maintained a support presence. The platform’s auditability and continuous adaptability supported accountability phases required by Ministries, and early production usage showed fast time-to-deploy for emergency schemes and a low incidence of software errors in the initial phase.
