In 2014 Neustar implemented Oracle PeopleSoft ERP as its ERP Financial platform to centralize finance and human resources core processing for a 1,850 employee professional services organization. Oracle PeopleSoft ERP was positioned to support the companys financial accounting and HCM needs, establishing a single application tier for transactional finance and HR workflows.
The implementation focused on standard PeopleSoft financials and HCM capabilities, including general ledger configuration, accounts payable, accounts receivable, fixed asset controls, payroll processing, core HR and benefits administration. Neustar staffed a PeopleSoft Finance and HR developer role to configure modules, implement business rule customization, extend delivered data models, and codify transaction flows and chart of accounts structures.
Governance for the deployment was centered on finance ownership with collaborative IT support, aligning change control and release management to the internal PeopleSoft Finance/HR developer and IT operations teams. The deployment covered Neustars finance and HR operational functions across its United States operations and established an internal maintenance and configuration governance model for Oracle PeopleSoft ERP.

The deployment delivered the full functionality of Workday HCM, configured to support core HR processes, workforce data management, and payroll integration with Workday Pay. Neustar engaged NGA HR to implement and manage payroll services and to provide ongoing Application Management Services after go-live, enabling continuous configuration, patching, and functional support of the Workday HCM environment.
Operational coverage focused on HR and payroll business functions, with NGA HR operating managed payroll using Neustar's Workday instance and acting as an extension of Neustar's internal teams. Internal Audit and HR leadership were primary stakeholders, and the arrangement separated strategic HR ownership inside Neustar from day-to-day payroll processing and compliance responsibilities managed by the payroll specialist.
Governance and process restructuring were collaborative, NGA HR providing advisory and consultative services that included recommendations to change specific processes where necessary and deeper problem analysis before delivering solutions. Since go-live Neustar reports no payroll issues related to accuracy or timeliness, and the ongoing partnership with NGA HR emphasizes continuous improvement and long-term application management for Workday HCM.
