In 2018 NHS Lothian implemented NEC Housing, a Real Estate Property Management application to centralize housing and estate administration for the SMART centre and associated facilities teams. NHS Lothian NEC Housing Real Estate Property Management supports facilities and housing operations across administrative, estates and finance functions and was placed into service to align property records with operational administration in the SMART centre.
The implementation included standard Real Estate Property Management modules such as tenancy and allocation management, a central property and asset register, repairs and maintenance workflow, document and compliance record management, and financial charge and invoice tracking. NEC Housing was configured to support administrative workflows and minute and document capture associated with meetings and action tracking managed by the SMART centre administration.
Integrations were established with existing HR systems for user and staff data synchronization, and with the PECOS procurement and purchase order system for approval and invoice processing, enabling NEC Housing to feed procurement workflows and financial controls. Operational coverage focused on the SMART centre administrative team and extended to facilities, finance and HR teams responsible for housing allocations and estate upkeep.
Governance aligned NEC Housing workflows with existing administrative controls, including training and supervision routines for seven Band 2 and Band 3 administrative staff, and formalized approval routing for purchase orders and invoices through PECOS. Rollout emphasized process adoption for communications handling, meeting documentation and routine data maintenance procedures rather than infrastructure change.
