Governance was led by an Interim Programme Director accountable to turnaround the programme, who delivered an integrated plan that enforced collaborative working, transparency, and a risk based management approach. This governance posture restored stakeholder trust and enabled strategic decision making that balanced commercial, customer, and operational impacts during the phased deployment.
