In 2016 the Ontario Ministry of Education implemented Microsoft Power BI as its Analytics and BI platform. The Microsoft Power BI implementation established a cloud first reporting and analytics stack to deliver interactive dashboards and self service reporting across ministry business functions.
The deployment architecture combined Azure Analysis Services as a centralized semantic model layer with Azure SQL Database and SQL Server 2017 providing transactional and curated relational stores. Azure Data Lake Store and Azure Data Lake Analytics were used for large scale file storage and batch processing, while Azure Data Factory v2 orchestrated ETL pipelines and ingestion. Power BI Service and Power BI Desktop served as the primary authoring and distribution layers, with Power BI Report Server retained for on premises report hosting when required.
Integrations included Azure Active Directory for authentication and role based access control, Azure Data Catalog for metadata and data discovery, and SharePoint Online for report distribution and collaboration. The environment also incorporated R and Azure Machine Learning for advanced analytics workflows, and Esri ArcGIS for geospatial visualization and mapping within Power BI. Development lifecycle and version control were managed with TFS 2017, and report logic used M for query transformations and DAX for semantic modeling.
Governance was structured around the semantic layer in Azure Analysis Services and catalog driven data discovery, with standardized M and DAX practices and TFS backed deployment pipelines to enforce model and report lifecycle controls. Access and security policies were enforced through Azure Active Directory and role based models, aligning BI tooling to ministry data governance and operational reporting requirements.
