Enrollment and operational configuration used a staged registration process, beginning with a Pre-Registration Form posted on the AP website which employees submit to AP@rsccd.edu. After the form is processed, employees receive an email from FIS Integrated Payables with instructions to register and create an FIS account and provide personal banking information. Employees must be registered with FIS at least ten business days before a reimbursement is processed to receive direct deposit, otherwise they will continue to receive a paper check in the mail. Once Accounts Payable processes a claim or check request, funds are expected to post to employee bank accounts within one to three business days, and an email notification is sent from FIS Integrated Payables at fisp.payments@e.fisglobal.com confirming the payment.
Operational governance places Accounts Payable as the coordinating department, with the payor name that appears on employee bank statements recorded as Orange County Department of Education. The direct deposit channel for expense reimbursements is explicitly separated from payroll direct deposit and does not modify payroll banking records. Employees can update banking information directly in their FIS account to change expense reimbursement routing, and must contact FIS at 1 877 330 4950 to unregister for electronic payments and revert to paper checks.
